The key question here is, could ANYONE access this material? The web is unique
in that the material is truly public... Yeah, you need a computer (a thousand
dollars) and an internet dial-in ($25 a month, unlimited access), but from
there the listserves and web pages are public domain (as the courts recognized
a while back, see my posts responding to Steve Hunt on this issue, in the
CEDA-L archives).
Now, it sounds to me like the material you are talking about is NOT publicly
accessible. It's in someone's office across the hall. Gee, can I write
somewhere and buy a copy of the document? Can I download it? Can I
interlibrary loan it? If the answer is yes, I say "GET YOUR COPY CARD,
SCISSORS, AND TAPE, AND GO TO WORK!" If the answer is no, then it is outside
the realm of "fair access."
As for citing the federal gov website, I think you'll find much good material
there ( http://www.fedworld.gov/ )...
