I'm leaning toward the position that any net evidence that is not also published
and available to anyone in hard copy is illegitimate. Net pages are totally
impermanent. Last year, I had difficulty finding some cards when the suppossed
address had moved and the evidence didn't seem to be in the new site.
Also, I disagree with Doyle - the mere fact that someone is willing to give you
copy of their work is insufficient. Here in Washington we run into unpublished
papers all the time - I don't let students use them unless the think tank/author
publishes a list, promotes them to the public or mass produces the material for
public consumption.
Several years ago we had some "cards" from Jody Jacobsen"s forthcoming article
on population issues. She assured us that advanced copies would be forwarded to
any interested party. When the article actually appeared in World Watch Papers,
it had changed substantially, such that some quoted material was no longer
there.
On the other side, I can remember several occaisions when we have tracked down
authors from whom material was obtained, been promised a copy to be sent - only
to wait in vain. These experiences lead me to adopt the current criteria under
which we operate.
The IDSO example falls within the realm of published materials because his
materials are mass produced and marketed to the public.
We need a consensus on these issues soon...
