Why env. pollutants over air pollutants?

What reasons/definitions support the environmental pollutants topic over the airborne pollutants
topic? My initial reaction is that at least the airborne pollutants topic  puts some limitation on a list
of multiple pollutants (I remember seeing a list of 682 hazardous wastes when I debated that
topic in the early-mid 80's).
