I still think that it is best that "environmental" modifies "pollutant."
Economics and environmental issues are often symbiotic. Additionally,
from small amount of research I have done on this subject, there are
plenty of indicators that there are economic "environmental
regulations." (I believe the world watch institute people have written
literature about this??) I think that economic regulations are
inevitable.
Very happy to debating this topic on either #1 or #6,
