topic selection process




I suggest the following:
Topic papers should be submitted with at least three but not more than six
proposed resolutions. The topic area chosen based on the topic papers will be
subject to review by the topic committee who will suggest changes in
resolutional wording(s) to the topic paper authors. The authors may VETO any
suggested changes. 


If this process were followed voters would have more control over what they
are voting for. If I had known that voting for the environmental regulation
topic would have meant we would end up with the six topics going on the
ballot I would not have voted for that area. At the same time we wouldn't
lose the flexibility (in the event of major changes effecting the topic area)
we have in the current process.
