1996-97 CEDA Topic



TOPIC #1:
R: That the USFG should increase regulations that require industries to
substantially decrease the production and/or emission of environmental
pollutants in the US.

MOTION #1: SOLVE THE SPLIT INFINITIVE.

R: that the USFG should enact regulation requiring industries to decrease
substantially the domestic production and/or emission of environmental
pollutants.

PASSES 7-0

MOTION #2: STRENGTHEN ADDITION
This means changing the word enact to "strengthen."

R: that the USFG should substantially reform one or more of the following:
Endangered Species Act, Clean Water Act, Clean Air Act.

MOTION #3: STRENGTHEN FOR REFORM
This makes the topic a bit less bi-directional. They have to make them
stronger, not gut them. The topic would then be:
R: that the USFG should substantially strengthen one or more of the following:
Endangered Species Act, Clean Water Act, Clean Air Act.

PASSES 6-0

TOPIC #4:
R: that the USFG should increase the rights of non-human animal species in
the US.

MOTION #4: RIGHTS ===> WELFARE
The topic would then read:
R: that the USFG should increase substantially the protection of the
welfare of non-human animal species in the US.

TOPIC #5:
R: that the USFG should adopt substantial regulatory reform to decrease
airborne pollutants within the US.

MOTION #5: MAKE IT LIKE TOPIC #1
R: that the USFG should enact regulation requiring industries to decrease
substantially the domestic production and/or emission of airborne
environmental pollutants.

PASSES 6-1

MOTION #6: STRIKE THREE TOPICS  (2-4-6)
Tim Mahoney of Pace University thinks that 2-4-6 are not within the topic
area of "environmental regulation." Thus, he wants all three of them struck
from the ballot.

decrease substantially the domestic production and/or emission of airborne
pollutants.
