Doyle, if you think sustainability -- simply put, humans should live off
nature's "interest" and not its "principal" -- is complicated, wait until you
see the lit on pollution prevention. Either the term is so narrow that EPA
has no current authority for it (despite the PPA and office) or its broad
enough to encompass virtually any design change that has a salutory
impact. Here are some areas of uncertainty: energy recovery or
conservation? Scrubbers or other end-of-pipe inhibitors? The lit
regarding "control" or "regulation" or "market incentives" is much more
consistent than P2.
