Make the 1990 Hate Crimes Statistics Act mandatory for states
school uniforms--to reduce school violence
Teen courts w/ restorative justice
Juvenile domestic abuse (change the laws to include juveniles and offer
incentives for the services extended).

Counterplans & kritiks:

community/states do affirmative

Disadvantages:
spending/deficits
federalism
rehab bad
skinheads backlash
