     The way that I have always heard a conditional counterplan is that 
the negative can drop it at any time just because of a whim.  If the aff 
straight turns the CP (by running disads), the neg can drop it and go 
with the status quo.  It's like being able to drop a turned disad.  
Obviously, this seems quite abusive and so a second strategy was created 
known as the dispositional strategy.  This allows the negative to drop 
the CP only if if is proven that it is theoretically unjustified (i.e. 
fiat abuse, topicality, non-competetive, etc.).  This changes a little 
from team to team so make sure to clarify with them.  Straight turning a 
dispositional CP will not let the neg out of it.
    I have a question for those more in depth on their CP theory than I.  
What is the difference between a dispositional CP and a "normal" (i.e. 
not dispositional and not conditional) CP?  Both would seem to go away if 
defeated by theory and both would resort to the SQ for weighing.  Is it 
that a normal CP would lose to a topicality, fiat abuse, etc argument 
instead of going away?
