the perm isn't legitimate because (as Eric would probably tell you) it
would combine a statist and non statist structure. Additionally if it is
legitimate to fiat mindsets then why not just fiat world peace out of the
1AC or 1NC (especially if you believe in plan-plan debate, not that i am
trying to reopen that thread). The only possible permutation would be a
time perm which isn't really a test of competition anyway. It seems to
me that if the mindset has to come first then you can't fiat anarchy,
unless you have cards saying that the top down dissolution of government
would spur the movement to create a post government utopian state.
