Last fall, I proposed in writing that CEDA divide into at least two
resource-based divisions (my rationale is that most problems in debate are
the result of resources.  The example I provided was the following:

Division 1.  Open to any school
Division 2.  Open to schools that (1) travel to fewer than 10 tournaments a
year, (2) have a single staff member working with the program, and (3) have a
limited travel budget (remember, this is only an example...).

Each division would have its own governing committee and would determine
length of the season, eligibility requirements, etc.  The current CEDA
structure would serve basically two functions:  (1) choice of topic and (2)
hosting the national tournament.  The sweepstakes and national tournament
would be broken down into divisions as well.  Individual tournaments could
offer either division or be combined.
