strict constructionist

I'm thinking about maybe writing another judging philosophy soon.  To 
clarify things a bit I was wondering if some folks could explain what a 
strict constructionist is?  I'm not at all certain that I understand 
what it means.  I've heard bits and pieces in hallways and oral 
critiques, but feel free to prosletyze on its definition and net 
benefits so I know what I am or ain't.  Thanks.  DBR
