Wheaton tournament

Several have commented recently that they did not receive the Wheaton
tournament invitation. In case it did not arrive, here is the text:

WHEATON CROSS EXAMINATION DEBATE TOURNAMENT
WHEATON COLLEGE, WHEATON, ILLINOIS

FEBRUARY 23 & 24, 1996

Dear Colleague,
We would like to cordially invite you to join us at the fifteenth
annual Wheaton CEDA Tournament. We hope that you can join us for this
event which has in past years attracted colleges and universities from
California to Maryland and North Dakota to Georgia.
	1. This year we will again offer THREE divisions of CEDA debate:
OPEN division for all bona fide undergraduate students who have completed
less than eight semesters of intercollegiate debate; JUNIOR VARSITY
division for teams on which neither member has completed more than three
semesters of prior collegiate debate experience; and a NOVICE division for
those teams which meet CEDA's novice definition (neither team member has
competed more than one prior semester of debate including high school).
It is our intention to not collapse divisions unless it is impossible to
pair one or more of the divisions. Maintaining the integrity of
competition will be viewed as a higher value than increasing the number of
elimination rounds. It should be noted, however, that in all but one of
the past seven years we have had octafinals in JV and have had at least
quarters in OPEN every year.
	2. The OPEN and JUNIOR VARSITY divisions will be housed in the
Graham Center at Wheaton College (no need to brave the elements between
rounds). The NOVICE division will be housed in the recently renovated
Blanchard Hall
	3. In both divisions we will schedule SIX preliminary and a
suitable number of elimination rounds (in five of the last seven years we
have broken to OCTAFINALS in open division). As a result of our past use
of computerized matching and tabulation, we have been able to consistently
run on time while utilizing power-pairing for the last four rounds of the
tournament. The second-semester CEDA resolution will be used in all
debates.
RESOLVED: THAT THE UNITED STATES SHOULD SUBSTANTIALLY CHANGE ITS
FOREIGN POLICY TOWARDS MEXICO.
	4. Time limits will be 8-3-5, with 5 minutes prep time.
	5. Entry fees will be $30.00 per 2-person team.
	6. Each school is expected to provide one qualified faculty (or

graduate student) judge for each two teams entered. A LIMITED supply of
qualified judges for hire will be available at $50 per 2-person team.
These will be offered on a first-come first-served basis.
	7. Appropriate awards will be given to outstanding speakers and
to each team that clears to elimination rounds. Due to the enthusiastic
response in past years we will again offer a special set of consolation
awards dubbed --
	"I Could've, I Would've, I SHOULD'VE Won a Speaker Award!" These
awards will be given to speakers based on a Z-score transformation that
normalizes for variability in the sample means and standard deviations of
different judges in the judging pool. Wheaton is located just 25 miles
west of the Loop in Chicago, making us easily accessible by air, rail or
automobile (we are only 15 miles from O'Hare International Airport). For
those who are flying in, transportation will be provided to and from the
airport and the tournament hotel. For those driving to Chicago, our
campus is convenient to the major expressway systems. From Chicago, take
the Eisenhower (I-290) / East-West Expressway (I-88)to the Naperville Road
exit, and go north about 5 miles.
