1) I never meant to imply that only a narrative which offers a plan would
be legitimate.  I meant that if a narrative offers a plan,it is one step
closer to being legitimate (because of the division of ground the plan
would create).  A narrative which answers the resolutional question but
DOES NOT offer a plan can still be legitimate.

2) I did not mean to imply that I will not vote for a narrative.  I will do
so (and have in the past done so) if the arguments presented justifying it
are better than those in opposition of it.  I simply meant that as a
theoretical concept the idea that we should LISTEN to all discourse is
fine, but that does not mean we should VOTE for all discourse.  A judge and
the teams may hear the story, but that may still not justify a ballot for
the story teller.
