Case list release
A quick note of thanks to those who supplied information. Aimee Anderson,
Will Baker, Susan Balter, Carson Brackney, Ryan Davis, Brian Doran, Chad
Edwards, Pat Gehrke, Jim Hanson, Bill Harlow, David Hotchkin, Michael
Janson, Ellen O'Rourke, Schnippy from BSU Debate, Jeff Shaw, Christi Siver,
and Tuna Snider have all sent reports. The information contained herein is
due to their efforts. We encourage others to send information as well.
While reports are always good, reports with more detail are better.
Sometimes a one-line summary of the case thesis isn't enough for adequate
preparation.

ASU (all): Ratify LOST. adv1: cleaner environment adv2: LOST is key to
intl law which leads to a world polity which solves for the environment, war,
and just makes us all happy. They claim its not world gov't or NWO.
Berkeley GT: Ocean Colonies - Plan uses OTEC to build colonies. 1st Colony
in 5 years. A1 - Food, A2 - Resource Wars, A3 - Paradigm Shift. 2AC says
colonies survive nuclear war.
Berkeley WV: OTEC - OTEC solves food shortages and water wars.
Cal Luth GD : Eco Cops - Plan does the "Sonoma Plan" which creates eco cops.
Their job is to prosecute environmental criminals. Harms - all marine life
is at risk, environmental abuse destroys society. Criteria - Debate should
be "real world.' A1 - Prosecuting environmentally negligent companies leads
to reform. A2 - Prosecuting environmental crime generally good. They claim
world modelling.
Cal SLO CL : Pharmaceuticals : Plan does pharmaceutical R&D. A1 - Clean
soil, A2 - greenhouse, A3 - biotech, A4 - Malignancy.
Biomass - Harvest seaweed for biomass for energy
Capital WR : Flood Insurance - Plan passes the Kerry Bill which denies flood
insurance for ocean development. This benefits sea life, and the
environment, with a biodiversity scenario.
CEU - Sanctuaries - expands current sanctuaries another ten miles, they
save species which is key to all life
Chico- GS : Post-Modernism - Status quo is shifting away from modernity to
post-modernism. Status quo shift constitutes a significant increase in
resource development. Pomo good, modernity bad.
Chico LS : Drugs - Plan does drug development. A1 - Aids, A2 - Cancer, A3
-Superdiseases, A4 - Frothy beer.
Chico/Reno: Desalination - Lawrence Livermore plan to solve water wars &
African famine
Colorado College (MS): Allow unlimited hunting of urchins which eat kelp.
Plan is coastal states only. Adv1: frothy beer Adv2: kelp=beneficial drugs
and other benefits adv3: solves for fish populations and biodiveristy.
Cornell BC : Nuclear Waste Disposal - Dispose of nuclear wastes in the sub

Emporia RB : Overfishing - We fish too much. Regional open access system
causes overfishing. Plan implements the Canadian systemw which puts
fisheries in charge. Overfishing crushes the coral reefs which collapses
the marine ecosystem & gets us too.
Emporia SA: Overfishing - We still fish too much. Plan adopts manage
fishing & stops subsidies. Advs - overfishing crisis, North-South, hunger,
ecosystem & species.
Emporia CS : Drug development Ad 1--Drugs S1-Cancer S2-AIDS
Emporia : Manatees: case gives money to Florida's game department to
increase by approx 200 people to help save the Manatees
ENMU (all): Use underwater vehicles to explore the EEZ. Funding comes from
changing over dollar bills to coins. Claim a variety of advantages including
new drugs.
Ft Hays TC: OTEC S1-Water Wars (hidden terrorism scenario) S2-Ice
S3--Overpop S4--Space
Gonzaga DM : Shrimp Trawling - Status quo mandates use, but the mandate is
ignored. Plan bans shrimp trawling. The advantage is that Turtle
Exclusionary Devices kill turtles. Six of the eight turtle species live in
shrimping areas and are being killed off. Turtles are intrinsically neat.
Gonzaga SP: Fish? - Plan amends the Lacey Act & the Coastal Management act
to invigorate the aquaculture industry by leasing U.S. coastal land, &
giving subsidies. Advs. - fish supply with an environment impact and a
conflict impact.
GustAdol PW: Forward naval deployment. Scenarios: (1) Multi-polarity
bad, (2) China lash-out to Spratleys, (3) Japanese rearm.
GustAdol PW: Eskimos - Plan includes eskimos in the decision making process
for policies that affect eskimos. A1 - Resource depletion, A2 - Cultural
genocide.
KSU DD: Reinstate House Merchant Marine and Fisheries Comm.
Scenarios didn't get discussed in my round but they claim vaguely fishing and
knowledge from the committee gets saved to make good policy in the future

for doomestic fishermen can do successful open ocean cage farming. Gives

Northwest PJ: Fish Stocks - Plan manages world fish stocks with U.S.
oversights - does fishing seasons and fines. Contentions say fish
important, stocks collapsing, management solves.

requirement and unlimited liability. Adv. is oil spills.
NWL GT : OTEC - Do OTEC to evaporate salt water and produce fresh
water. A1 - Avoid oil spills and energy wars, A2 - Water wars.
Oregon WR : Use tires instead of ash based artifical coral reefs Adv.:
Ash based releases toxins; tire coral reefs saves fish, species and are ecogood
Pace CP: Offshore Oil - Life the moratorium on offshore drilling. Advantage
is Iran - plan reduces imports, crushes Iranian economy, otherwise they get
nukes in 3 years & take Israel. Mine's bigger than yours.
PacLuth LF : OTEC - Plan cuts space 10% to build sea colonizes using OTEC.
Adv. 1 - Environment. OTEC displaces fossil fuels, fossil fuels hurt the
environment. Adv. 2 - Resource Scarcity. OTEC provides enough food &
energy to stave off the crash. Adv. 3 - Water Wars. Water wars coming.
OTEC desalinates.
Pasadena MC : Beach Erosion - Beaches and coasts are eroding and
detriorating in status quo. Plan tears down sea walls and encourages people
to move. Advantage is to stop deterioration with economic benefits.
Pepperdine : Surfers - Build plastic reefs so surfers get better waves.
Impact is saves beaches which are key to ecosystems, and saves fish. (2AC
ethic from surfing.)
Pepperdine : Mars - Mars has an ocean locked within it's soil (earth
lowercase=soil). Plan diverts an asteroid to collide with Mars and release
the subsoil water to form a liquid ocean, which is the first step toward
terraforming.
Queens PK: AUVs Ad 1-Oil Leaks/Spills Ad 2--Shellfish poisoning (PSPs) Ad

Redlands RR: Aquaculture - Help third world countries
Richmond BC : Zinc in ocean to stop global warming

Ricks : Natural Development - they defined development as natural
processes
as opposed to human development which they claimed was inherently
exploitative - plan is ban human development so as to increase natural
development - advantage is oceans and life
Rochester LM : Beaches like novice teams
Rochester HM: Property Rights to Ocean Resources - Allocate property rights
to firms to mine deep sea beds, which produces more efficient mineral mining
and reduces environmental degredation through market processes.
Rochester LM: Sea Wall Construction - Stop construction - no agent. This
stops beach erosion.

causes disease, 2. Salinated aquifers hurt crop yields, and 3. Water
shortage causes Israeli/Jordanian war by 2000. Solvency ev says 1. U.S. has
key expertise, 2. Tech exists now, and 3. Desalination supplies sufficient
water.
