Dear Colleague:

The coaches and students of the University of Kansas Debate Team would
like to extend a cordial invitation to you and your teams to participate
in the fortieth annual University of Kansas Heart of America Tournament,
to be held February 22, 23, 24, 1997. This is a special year for the
tournament as well as the debate program. In honor of his service to the
University of Kansas, Communication Studies Department and years
directing the debate program, the Jayhawk coaches and debaters are proud
to announce the "Donn Parson Heart of America Debate Tournament." We
would like to invite everyone to come celebrate this occassion and join
us for a special awards assembly on Monday morning to honor "The Head
Hawk."

Format
The tournament has previously been sanctions by CEDA and all results will
be reported in a timely manner to insure all teams receive the necessary
credit for their work.

The Heart will feature 8 preliminary rounds, employing a 8-3-6 format and
10 minutes of preparation time.

Speaker points will be calculated for power matching and elimination
seeding will be based on:
high-low points, total points, double high-low points, total points,
ranks, judge variance, and coin toss, in that order.

There will be one and ONLY one win and loss recorded for each debate. If
a judge returns a ballot which is not consistent with said assumption,
the tab room shall seek out the judge and ask if the results can be
aligned with that assumption. If it cannot, the tab room with flip a
coin to resolve the ballot and that decision will be final. If debaters
alter or otherwise prevent the judge from properly completing the ballot
as outlined on the form, said team will be removed from tournament
completion immediately.

Tournament Accomodations

Campus
Because of the room situation on the campus for Saturday and Sunday, we
have 65 rooms available for the tournament. While this should be ample
space for scheduling rounds, we are a bit wary of running out of space.
Therefore, we are asking squads to limit their entry to 5 teams until
February 5th. A note will be posted to the CEDA and NDT LISTSERV's on
the 6th indicating what entries have been received and how we are on
space. This way, if you are flying to Kansas for the Heart, you will
have at least 14 days to purchase additional tickets if you interested in
bringing more teams.

Lodging
As some have found out in the past, Topeka and Ottawa are lovely while
visiting Lawrence. In order to avoid this problem, we urge you to MAKE
MOTEL RESERVATIONS AT ONCE. We have 130 rooms held at four hotels very
near campus to accomodate tournament participants. All of the housing
locations are within 1 block of the intersection of 6th and Iowa, which
is where the old tournament hotel - The Ramada Inn - is located.

The Hampton Inn - at 2300 W. 6th St., (913) 841-4994, is reserving 65
double rooms for the tournament. With 4 occupants,
the rate is $59.00 ea. night plus tax.

The Best Western Hallmark Inn - 730 Iowa, (913) 841-6500 is holding 25
double rooms for the tournament. Their rate for two occupants is $45.85
ea. night plus tax, with an additional charge of $4.00 per
additional occupant.

The Travel Lodge - 801 Iowa, (913) 842-5100, is holding 25 double rooms
for the tournament. The rooms, with up to four occupants
are $53.00 ea. night plus tax.

The Super 8 Motel - 515 McDonald (behind the Ramada Inn - the tournament
hotel from past years), (913) 842-5721 is holding 20
rooms for the tournament. With two occupants, the rate is
$45.76 plus tax and $54.79 plus tax with four occupants.

NOTE: ALL OF THE HOTELS AND MOTELS HAVE A CANCELATION DATE ON THE BLOCK
OF ROOMS. YOU MUST MAKE YOUR RESERVATIONS ON OR BEFORE FEB. 1, 1997 AS
THE ROOMS WILL RETURN BACK TO THE MANAGEMENT FOR REGULAR BOOKING. WHEN
CALLING FOR RESERVATIONS, BE CERTAIN TO ASK FOR "THE HEART OF AMERICA
DEBATE TOURNAMENT" BLOCK AND/OR THE "KU DEBATE" BLOCK. ALL HOTELS AND
MOTELS WILL REQUIRE A MAJOR CREDIT CARD TO GUARANTEE THE ROOMS FOR ARRIVAL.

Fees
The charge for each team will be $80.00. This fee covers the cost of
Student Union rooms for elimination rounds, receptions, lunches, coffee
and donuts, trophies, the tournament booklet, the case disclosure list,
and the awards brunch for all tournament participants. Schools should
provide judges for all teams entered in the tournament. Judges should
have an undergraduate degree or should have finished their college debate
eligibility. Uncovered teams will be assessed at the rate of $80.00 per
team.

Transportation
We will not be providing airport transportation this spring. For
transportation from KCI to Lawrence, we recommend A-1 Airport Shuttle
(phone# (913) 842-2432). The shuttle charges $17 per person for one way
transportation from the airport.

Prizes and elimination debates
Awards will be provided for all teams who advance into elimination
debates and we will clear the top 32 teams, into a double octa-final
debate, providing sufficient teams enter. Speaker awards will be given
to the top 15 speakers in the division.

Tournament assumptions
¥	We will not break brackets.
¥	Pairings for Rounds 1 through 3 will be distributed at registration
in the Hampton. Changes to the schedule will be posted on the door of
the suite, at 10:00 p.m. immediately following the conclusion of registration.

THE GRUDGE MATCH
During rounds 1 and 2, we will honor all mutually acceptable grudge match
pairings. Any proposed matches which indicate an sides for each team and
a judge will be posted on the CEDA-L and NDT-L indicating the pairing and
the team which requested it. The team listed on the pairing will need
affirmatively reply to the request and we will schedule it during rounds
1 or 2.

COOL TROPHIES AND STUFF
The FIRST SPEAKER will receive a signed, leather autograph ball with the
signatures of the KU basketball players and coaches.

Awards will be provided for all teams who advance into elimination
debates and we will clear the top 32 teams, into a double octa-final
debate, providing sufficient teams enter. Appropriate awards in silver
and crystal will be given to the top 15 speakers in the division.

Case disclosure list
We will, with your help, compile a list of all affirmative and negative
arguments run at the Heart. With the help of a dedicated staff, we will
type all of the information into a wordprocessing file and provide a copy
to everyone at the tournament. If you wish, bring a Mac-formatted disk
and we'll provide a copy of the file.

For all of the Jayhawks,

Scott Harris Kelly McDonald
