Plan: All Supplied Cites to Listserv

This is a wonderful suggestion.

1. It will make all the "request" mail worth bothering with.
2. Better research, better debates, etc.
3. Inclusion of all.
4. Creating a valuable new service which CEDA-L can serve.

How to implement? How about backchanneling cite requesters and asking them
to post the cites to the L? How about by agreeing to comply with this
general request?

Now, you don't have to go public with cite exchange, of course.

1. You can use the REVIEW command to get the CEDA-L email directory. Check
the packet you got when you joined. It is also available on DEBATE CENTRAL.
2. Then exchange cites in private!

My default position is OPEN on issue like this.
