'Free Art Agreement' - U.S. and corporate monoculture domination is
destroying mexican culture especially art. Cultural diversity is necessary
for survival. U.S. should create and fund a free art agreement, 'parallel' to
NAFTA, which would allow exchange and interaction of non-commercial art as
well as financial support to mexican artists so that they can survive without
catering to capitalist tastes (driven by tourist market).

Plan - Merge agencies dealing with drugs and do background checks.

children.
Obsv. 3 Information key to solving drugs, conflict over info sharing
decreases w/ merger, background checks increase drug seizures, plan is
critical for successful interdiction, status quo resources are adequate we
just need to reallocate them.
