Army and a few other schools were quoting listservs and homepages during 
the fall season.  What they did to cite it was:  Last name (if no last 
name, title of page), Date, and then the word "Internet."  Then in the 
unread parts of the source, they included the URL (http://.....) or the 
list address and time as per MLA and APA standards.  This seemed to work 
well for them, and I don't remember anyone complaining/whining about the 
sources in their cases.

As for full qualifications of the person who is doing the writing, if the 
person is an expert, they will include their qualifications with the 
piece.  That's what most of the on-line magazines, newspapers, and 
journals do for each author.  I don't see why it's any worse than carding 
newsletters and obscure-one-print-job magazines that seem to pop up.
