CEDA's committee on evidence ethics considered the issue of the use of
evidence that was 'open forum' (not just usenets, but also any source to
which anyone could simply submit material to). In a survey we found that
only about 12% of DOFs found that this happened frequently, 32% found it
appopriate (should not be restricted) while 40% found it inappopriate
(should be restricted). The results were similar for sources that were
available on request (e.g., letters and pamplets) but not cataloged or
kept in any library (only 9.2% thought it was frequent, 36% found it
appropriate and 43% inappropriate).
Due to the community split, we on the committee thought that it would be
inappropriate to legislate agreement on that issue. The appropriateness of
electronic, open forum, and request only evidence ought to be arguable in round.
