While I don't speak for any CEDA regulatory body, I certainly can't
envision any reason why articles pulled from a Web or Gopher cyber-
address couldn't be used as ev.
It's analogous to Lexis/Nexis. It's in the public domain. It is
retrievable. If we were debating infotech right now, I think that
about 50% of the ev would be from books accessible on the Web.
Having said this, I think it is critical to cite quals and full
document titles, in addition to the HTTP pathways. I think debaters
also need to be careful when quoting works-in-progress.
