Well, I believe that credability and familiarity are the issues here, not
integrity. This is the reason why the regional constraint exists in the
first place.
Supposedly "regional" programs will not benefit from eliminating regional
constraints, because they will also prefer people from other regions who
will judge you (unknown) against a homie, which is a problem because
supposedly "national" programs will not suffer from this, in that it will
be a round between a "national" program and a homie. I say supposedly and
put the designations in quotes because I have not bought into these
concepts as operative models of how competition takes place.
