What's New In Debater's Monthly



	Debater's Monthly is proud to publish its second issue.  We have 
appreciated all of your letters and comments concerning first 
publication.  In response, this issue features articles on debate theory, 
issues in the debate community, and timely articles on the China and 
Mexican topics.  
	Rebecca S. Bjork, of the University of Utah, gives an overview of 
permutation.  Her article, Permutation Theory and Practice in 
Contemporary Academic Debate, is a must for all debaters and judges who 
have seen a blossoming in counterplan debate.
	In A Socratic Dialogue, Meredith Garmon, of Fisk University 
discusses judging philosophies, preferences, and the "right" decisions.  
Her article takes the form of a humorous dialogue that makes serious points.
	Benjamin R. Bates, the defending 1995 CEDA JV National Champion, 
examines the role of electronic communication in the debate community.  
He discusses how computer mediated communication allows debaters to meet 
another while having near "real-time" discourse over certain topics.  His 
balanced article looks at both the advantages and disadvantages to this 
emerging phenomena.
	Debater's Monthly is proud to provide three original articles on 
the topic of China.  The first, entitled, "By Any Other Name, Its Still 
Highway Robbery, by R. Thomas Berner of Pennsylvania State University, 
looks at the discrimination against foreigners in China.  Foreigner are 
charged more money than locals for the same items.
	Tsehao Zhou writes about the high growth rate of the Chinese 
economy.  He claims that China is an economic giant just now awakening 
after a long sleep.  Finally, M. Manhong Lui of the Harvard Business 
School examines banking system in China in this article, "The Chinese 
Banking System--A Glance at History".
	Last, but not least, is perhaps our last article on the Mexican 
topic.  Oscar Flores, of Moorhead State University, gives an excellent 
overview of the Mexican economy in his article "A Brief on the Mexican 
Economy".   Debater's Monthly proudly showcases each of these authors in 
very timely articles aimed at addressing the current needs and wants of 
the entire debate community.
