The previous statement has significant implications.  I think that it 
should be made clear in advance of voting on the proposal.  Some would be 
more inclined to vote for Pick 20 if regional constraints are 
eliminated.  Others would be more inclined to vote against.  As a result 
I recommend that this decision be made as soon as possible so that votes 
can be cast accordingly.
