	I like it.  Sounds reasonable to me.  Aff. might still win, of 
course, depending on their answers, but I am inclined to be sympathetic 
to the argument.

	We've had a problem with affs winning a very high percentage of 
out-rounds--or indeed, any round with two pretty good teams.  Part of the 
problem is that judges are unwilling to enforce the topic (aren't as 
willing to vote neg on T as they ought to be), so there are way too many 
aff cases than negs can get ready for.
