Request to Topic Committee and Others



One of the things that the topic committee used to use as a criteria for 
topic selection and rejection was whether or not a topic can be 
researched at a wide variety of institutions.  A number of legal topics 
were rejected, because of the lack of law school libraries at many 
colleges and smaller institutions.  

This topic seems to have a lot of interesting areas that a number of 
schools will not be able to research.  I have come across a lot of 
citations to materials that just are not available at many "inland" 
institutions.  I know that there are ways to build cases on this topic 
and to do negative positions which are accessible to all, but these areas 
seem to be difficult to flesh out at this point.

Perhaps with the spirit of community in mind, riders/writers on the 
L could suggest topic areas for affirmative and negative positions.  This 
would be very helpful to colleges such ours who have almost no maritime 
or ocean oriented publications or periodical subscriptions.

To future topic committees and the community -- I think we might think 
about revising the topic selection procedure again to avoid what I think 
may be a problem that may impact how many programs and teams will be 
debating this semester.  I hope I am wrong.

Now is the time for all community minded L'ers to make suggestions.
