Western Washington Tournament Invitation
The Western Washington University Vikings cordially invite you and your
program to attend the William O. Douglas Forensic Tournament to be held on
Western's campus February 3-5, 1995. We expect our traditional turnout of
fine programs, all eager to compete in a friendly and informative
atmosphere.
Those of you in regions outside the Northwest might want to consider
attending a Northwest tournament before nationals. While your open teams
are competing at UMKC, why not send up some junior teams to check out the
judges and cases of our region?? We promise stiff competition and a fun
tournament in a BEAUTIFUL setting (as those who attended nationals at
Western will remember). The airlines have a fare war on -- check it out!!
Our tournament is proudly named in honor of a native son of Washington who
was one of the Supreme Court's most ardent defenders of the freedom of
expression. In his honor and as is our tradition, Western Washington
University is offering the William O. D ouglas Speaking Contest, a special
individual event that combines competition in impromptu, extemporaneous,
and persuasive speaking. Encourage your students to participate in this
contest and compete for the $100 cash scholarship award.
Directors, coaches and judges are invited to enjoy some social time on
Friday evening at the Canada House Faculty Club. In order to reduce the
length of the schedule, this year we will not be hosting a tournament
banquet. Instead, awards in individual events, sweepstakes, and debate
will be presented at the Sunday awards assembly.
Entries must be received by Monday, January 30th. Please send us your
entry forms as early as possible -- you may email them or FAX them to
206-650-6529. Please notify us of any changes in your registration no
later than 5:00pm Wednesday, February 1st, for fees will be assessed at
that time. Friday registration will take place in the Library
Presentation Room from 1:30-3pm.
If the enclosed information does not answer your questions regarding
competition, transportation, etc., please give as a call. We look forward
to seeing you in February on Western's beautiful campus!!

GENERAL INFORMATION
INDIVIDUAL EVENTS
Ten of the eleven NIET Events (Junior/Open Divisions) employing the NIET
event descriptions and rules. In addition, a special event offered at
this tournament is the William O. Douglas Speaking Contest (see
description below). Junior competitors may enter two events per pattern,
while Senior competitors may enter three events per pattern. Competitors
in the William O. Douglas Speaking Contest may enter WOD in addition to
two events in Pattern B.
Pattern A: Dramatic Interp, After Dinner Speaking, Poetry Interp,
Informative, Impromptu
Pattern B: Extemporaneous, Persuasion, Prose Interp, Dramatic Duo,
William O. Douglas, Communication Analysis.
DEBATE
CEDA Debate (Novice/Junior/Open Divisions) on the Spring 1995 topic. Time
limits will be 8-3-5 with 5 minutes prep time. Six rounds with an
appropriate number of elimination rounds.
Parliamentary Debate (Novice/Open). Time limits will be 8-4 with 15
minutes prep time. Six rounds with an appropriate number of elimination
rounds. Following the example of PLU's tournament, we will utilize NPDA
rules and formats with the following modification: the resolutions will
revolve around a common problem area -- the limits of individual rights in
contemporary America. As offered at PLU, notes in the amount and format
one might expect in an extemp round are acceptable in rounds, while
prepared briefs are not.
DESCRIPTION OF DIVISIONS
Individual Events
All individual events will be offered in Junior and Senior divisions, with
the exception of the William O. Douglas Speaking Contest which will be
offered in one division only. A Junior is any student who has won seven
or fewer awards in that type of event (oral interpretation or public
speaking) in college. A Senior is any student who wishes to compete at
the senior level or any student who has won eight or more college awards
in an event category. At the tournament director's discretion, some
events may be collapsed. If an event is collapsed, Juniors will compete
with Seniors until the final round when there will be separate finals for
both divisions (provided entries merit a final round). Juniors who
qualify to compete in the Senior final round may compete in both finals,
and will be credited with the highest sweepstakes points earned.
Debate
CEDA debate will be offered in three divisions: Novice, Junior and Open.
Parliamentary debate will be offered in two divisions: Novice and Open.
Novice division is to help students break into forensics. Entry is at the
discretion of the Director of Forensics with the following three
stipulations: (1) students who have won three awards in any form of
college debate must enter Junior division (or Open if parliamentary); (2)
only students with less than two semesters or quarters of high school or
college debate experience (participating in three or more tournaments
that semester or quarter) may enter Novice division; and (3) high school
and college Lincoln-Douglas experience counts as debate experience.
Division Eligibility
A student may be in different divisions of debate, oral interpretation
events, and public speaking events. Class standing is irrelevant. In
debate and duo, the team must enter the division for which the more
experienced participant qualifies.
Division Placement
For the purpose of placement in divisions, the term "award" means taking a
1st, 2nd, or 3rd in individual events, or appearing in a debate semifinal
or final round, or taking 1st, 2nd, or 3rd place in a debate tournament.
Debate speaker awards do not count as awards for purposes of debate
division placement.
THE WILLIAM O. DOUGLAS SPEAKING CONTEST
This event honors the memory of one of Washington State's most
distinguished citizens. A special perpetual plaque and cash scholarship
in the amount of $100 shall be presented to the first place contestant.
Each speaker will deliver an impromptu speech, an extemporaneous speech,
and an oration. The topic area for all three speeches shall relate to the
life, thought, and utterances of William O. Douglas, former Associate
Justice of the United States Supreme Court. Issues especially pertinent
could include problems concerning the Bill of Rights, privacy, and
protection of the environment.
Round 1: Impromptu Speech -- 7 minutes maximum preparation & speaking
time.
Round 2: Expemporaneous Speech -- topics posted 30 minutes in advance,
speaking time 7 minutes.
Round 3: Oratory -- limited notes are acceptable. The issues considered
should relate to topic area. Speaking time 7-8 minutes.
In the event that entries warrant a final round, the oration will be
repeated.
AWARDS AND SWEEPSTAKES
Awards will be made to all debate teams reaching elimination rounds and to
the top five speakers in each division. All individual event speakers
advancing to finals will receive an award. In addition, the five
individual event competitors accumulating the most sweepstakes points will
be presented awards. This year we will be offering separate four-year and
community college sweepstakes in each of two categories: First, Second,
and Third places will be awarded to the top schools in individual events
and First, Second, and Third places will be awarded to the top schools in
debate. Western squad members may compete in preliminary rounds, but are
not eligible to advance to elimination rounds.
JUDGING AND FEES
Each judge covers two debate teams and six individual event entries
(slots). Please bring judges to cover your entry. Debate judges must
judge the type of debate (CEDA and/or Parliamentary) in which that judge's
program has students competing. Minimally, each school must be
accompanied by at least one full-time critic. All judges are committed to
one round past their squad's final elimination round. A qualified judge
either has received a terminal degree at an accredited college or
university or is a college senior that has exhausted his/her forensic
eligibility. Uncovered entries will be charged at the following rate:
First two uncovered debate teams (each) $ 65.00
Uncovered IE slots (each) $ 8.00
TRAVEL AND PARKING
Teams arriving by air should attempt to book with a carrier that includes
the shuttle flight from SeaTac to Bellingham at no additional fare. You
may also want to check the fare to Vancouver, B.C. If your flight
terminates in Seattle, you may want to co ntact the Bellingham Seatac
Airporter at (206)733-3600. If you let us know in advance, we will
provide pickups at the Bellingham airport. Parking permits are necessary
Friday until 5pm: you must pickup a permit for such vehicles at the
Visitor Center o n your way into campus. We have purchased these permits
in advance -- just identify yourself as a participant in the debate
tournament. You will also receive information at that time regarding
Saturday and Sunday parking.
LODGING AND TOURNAMENT MOTEL
There are two tournament motels this year: the Bay City Inn, located at
116 North Samish Way, and the Coachman Inn, located at 120 North Samish
Way (next door to the Bay City). Both are holding a block of rooms until
January 25th, so make your reservations early. Both are offering a
flat-rate of $45.00 per room for 1-4 people. Both offer free continental
breakfasts and free Showtime in the rooms. In addition, guests of the Bay
City have access to a fitness center and pool room, while guests of the
Coa chman can enjoy a sauna and jacuzzi. To make reservations call
1-800-538-8204 for the Bay City and 1-800-962-6641 for the Coachman. Let
them know you are participating in the Western Washington University
forensic tournament: if you have any problems, ask for Jeff (Bay City) or
Jackie or Barbara (Coachman). To find these motels, take the Samish
Way/WWU exit off I-5 as you enter Bellingham from the south; take lefts at
two stop signs and cross the interstate; go straight through two lights
and look for the motels on your right.
There are a number of other local motels in Bellingham that offer
complimentary continental breakfasts: the Park (206-733-8280), Ramada Inn
(206-734-8830), and Val-U Inn (206-671-9600). There is also a Motel 6 in
Bellingham (206-671-4494).
Teams without local transportation should attempt to book at the Bay City,
Coachman, Park, Pony Soldier or Motel 6, since they are close to campus.
Daily pick-up from the close motels will be provided for fly-in teams; let
us know with your registration if you require transportation. If you are
having trouble finding lodging, please call us.
