CEDA eligibility rules

 I assume someone out there can help me with this question:

 For the current academic year, I am stuck attending a community college 
that does not have the research facilities or funding to support much of 
a CEDA program.
 I have not debated in a single CEDA round this year, and would prefer 
not to do so unless I have a reasonable chance of being competitive.  My 
question is, if I do not compete in any CEDA rounds, do I still maintain 
4 years of eligibility for future use?
 Any help would be appreciated.
