My understanding is that these procedures don't require a constitutional
amendment. They require a by-law amendment which is easier than a
constitutional amendment to get enacted. You could also present an advisory
motion. Normally, the CEDA president would abide by an advisory motion
however they wouldn't be required to and in fact a few years back when an
advisory motion to use mutual pref at Nationals passed at SCA the tournament
director didn't just implement it he sent out a ballot to all member schools
which failed. So my suggestion is that if you really want a change then
submit it as a by-law which would then bind the tournament director. Of
course, if it is an issue that you want to allow the Prez some discretion on
then an advisory motion is probably your best bet. I personally prefer the
advisory motion route. For the most part I think the CEDA Prez is responsive
to member concerns and I don't really want the president 10 years from now
bound by tournament procedures that seemed like a good idea today.
