Also, this SHOULD be topical affirmative ground -- for some treaties,
ratification and implementing legislation could be construed as different
actions  -- the affirmative shouldn't have to argue 'ratification is
binding, so obviously the congress would pass implementing legislation' in
order to win solvency.

At the same time, the prospect of implementation being topical does seem
to me to expand the topic somewhat beyond simply 48 different cases.
Or, it might provide good CP ground.
