    Advertising allowed people to say ALL ads equal tech growth or 
economic growth and lots of ev saying ads have no impact, oceans allowed 
eez t to be combined with a LOS disad (except for all of you who ratified 
LOST :) ), and environment allowed the federalism debate. The reason was 
because they had THEMES. The middle east topic even roughly allowed 
generic no war strategies. The treaty theme just does not seem coherent 
in the lit to me.
