Treaties - Agent of Action

Some of my previous messages said that only the Senate could act and that
would be a significant helper to generic negative ground.. After re-reading
the paper obviously some of the resolutions allow the Executive to take
action too.. So far the resolution which looks best to me though is the
Article 2 one which requires only Senate action, so that's the one I've
been defending.. Just to clarify my previous arguments..
