I believe that we should make every effort to create very narrow resolutions.
I have three suggestions:
1) Use a more specific agent of action. We seemed to be locked into USFG
instead why not try EPA, DOJ, IRS, DOE, etc.
2) Pick a direction. I understand that with some topic areas this is very
difficult. I'm also aware that words like strengthen and increase usually
don't fulfill that function however my hope is that we make a sincere attempt
to create resolutions with a clear direction.
3) Use terms of art. Doing a hard core search of the literature usually
reveals key phrases that can provide at least some limit to the topic.
As the director of a program that tried to play in both the @NDT and @CEDA
communities this year I realized how big our activity really is. Pace would
like to continue attending both @NDT and @CEDA tournaments but we would also
like to have a realistic chance of researching the majority of cases people
will run at those tournaments. A narrow topic would provide us that
opportunity.
