testBreaking brackets



I think that Gary's argument for re-seeding would remove much of the most 
visible distortion.  But, if we don't go for that idea it will be because 
we believe that the upset team has 'earned' its upset, in which case we 
should no longer be looking to their prelim record, but to their seeding 
alone.  And in that case, the 'distortion' will be one or two places.

In either case, the bracket is our servant not our master.  Our more 
important purpose should be to promote debate.
