10. waive fee's for all new programs for 12 months. Or have the national
organization subsidize their fees for tournaments who do need them to cover
costs.
11. Create "small" program cooperatives and clearinghouses as proposed by
Mark Whitney SUNY Morrisville
12. Have the national organization create a special fund raising assistance
program to help specific programs to increase or preserve their budgets.
13. create a national data base and archive of testimonials about debate
programs accessible to all member schools to help promote debate on their
own campuses.
17. Have the national organization actively seek out corporate sponsors for
a "Program" level scholarship program for new or small schools.
18. Any school that hosts a tournament should agree to provide up to a

given on a need basis. (if 100 students enter, 10-20 students should be
eligible for free housing)
19. Schools who can should support tournaments that function as travel
budget fundraisers for student run or small programs.
20. Investigate the possibility of van-pooling or bus pooling to help
defray travel costs for schools near to each other heading for the same
tournament.
21. stop giving expensive trophies that needlessly raise entry fees
22. use alumni judging as a "donation" to the program rather than having to
charge or re-imburse for it.
23. create a ceda sponsored and subsidized handbook for each topic.
24. institute sliding scale fees for entry based on total travel budget size.
25. encourage an adopt a program mentality where schools are rewarded for
being cooperative with smaller programs
28. encourage the national organization to establish institutional grants
to programs to help establish technological access
29. encourage free information exchange on budget saving ideas, use
tournaments or SCA meetings to develop program enhancing ideas.
