I think this is an especially timely idea given the movement towards
NDT-CEDA and concern about declining numbers (particularly among
schools that would be eligible for division 2 under this proposal).

I have one concern concerning the number of coaches: What about
schools that have ceda plus other events like ie's and parli? What if that
school has 2 coaches but one is dedicated to ie's and parli and the other is
dedicated to ceda? Shouldn't they still be eligible for division 2 as their
coaching staff is approximately the same as 1 coach of a ceda only squad?
