Divisions Proposal for the
Cross Examination Debate Association

The following by-law/constitution changes are proposed:

Preamble/Description.  The purpose of this proposal is to create separate 
divisions for CEDA member schools on the basis of resources.  Schools in the 
resource-limited division (Division 2) have the options of competing at current 
CEDA tournaments or hosting their own tournaments limited to Division 2 schools.
The national tournament will be divided and a Division 2 national tournament 
will be a 6-round tournament held two weeks prior to the Division 1 national 
tournament.

Section 1.  CEDA Divisions.  All CEDA member schools will be assigned to one of 
two divisions:
	A.  Division 1 membership is open to any college or university in CEDA.
	B.  Division 2 membership is limited to schools not choosing Division 1 
membership with (1) limited staffing and (2) traveling to fewer than 10 
CEDA-sanctioned tournaments the previous year.
		1.  Òlimited staffingÓ means one faculty member, graduate assistant, 
undergraduate assistant, or other person acting as the primary coach for the 
program.  This determination will be made by (a) self-reports of the program and
(b) the CEDA Executive Secretary.
		2.  Òtraveling to fewer than 10 CEDA-sanctioned tournamentsÓ means that the 
program attended 10 or fewer tournaments the previous year, including the 
National CEDA Tournament.

Section 2.  National Tournaments.  CEDA will offer two national tournaments.  
The Division 2 National CEDA Tournament will take place no later than two (2) 
weeks prior to the Division 1 National CEDA Tournament.  The Division 2 national
tournament will offer six rounds and appropriate elimination rounds and awards. 
The CEDA Executive Council, in conjunction with the Division 2 Governing 
Committee, will select the site and director of the Division 2 National CEDA 
Tournament.

Section 3.  Tournament Sanctioning.  CEDA will sanction tournaments as either 
ÒOpenÓ or Òlimited to Division 2 members.Ó  Any CEDA members school, Division 1 
or 2, may earn points at an ÒOpenÓ tournament.  Tournaments Òlimited to Division
2Ó are limited to Division 2 members.

Section 4.  Sweepstakes Points.  Division 2 members may earn points at either 
type of tournament; Division 1 members may only earn points at ÒOpenÓ 
tournaments.

Section 5.  Rankings.  CEDA will periodically report the rankings of Division 1 
and 2 members in the Executive SecretaryÕs Report.  Division 1 and 2 rankings of
top schools should be reported on the same page in adjacent columns.

Section 5.  Governance.  The members of Division 2 will select a Governing 
Committee to (A) establish rules governing the Division 2 national tournament 
and (B) to propose by-laws and constitutional amendments that would benefit 
Division 2 members and (C) to act as the staff for the Division 2 national 
tournament.  One active director will be selected from each region by mail 
ballot in early fall.  Nominations will be taken at the Division 2 national 
tournament.  The Governing Committee will meet at the SCA Convention in November
to establish rules and procedures for the national tournament.

Section 6.  Time Frame. [I have deleted the old dates]

After passage (Fall 19__) - Executive Secretary will publish a list of proposed 
Division 1 and 2 schools.  Division 2-elibible schools that desire to remain in 
Division 1 must communicate such to the Executive Secretary within 30 days.  
Protests of any school assigned to Division 2 (e.g., too many staff members) 
must be made to the Executive Secretary within 30 days.  If such a protest is 
made, the Executive Secretary will investigate the matter and make a decision, 
informing the school of the complaint and decision within 15 days of receipt of 
the complaint.  An appeal may be made the to Executive Council.

After alignment of divisions (Fall 19__) - Executive Secretary will call for 
nominations for the Division 2 Governing Committee for the 19__-__ competitive 
season.  A ballot will be prepared and mailed to all Division 2 schools.  The 
Division 2 Governing Committee will meet at the 1995 SCA Convention to prepare 
for the 19__ Division 2 National CEDA Tournament.  The Executive Secretary will 
also receive bids for the 19__ tournament site during the 19__-__ competitive 
season.

Fall 19__ - Schools may sanction Division 2 tournaments and Division 2 schools 
will appear in the periodic rankings prepared by the Executive Secretary.

Spring 19__ - CEDA will host the first Division 2 National CEDA Tournament.
