CEDA Bus. Meetings

 I think meetings could run a lot smoother if there was someone
there who was in charge of making sure the meeting ran
"correctly" and was able to explain what was happening/what
exactly each "vote" meant, etc.

Generally, I don't think I'd favor "strict" rules governing the
conduct of discussions, but I think we need to abide by some
codified standards for conducting our business, and that would
serve us even better if those present were acquainted with
those standards.  It would lead to less confusion, less
frustration, more civility, and (hopefully) more progress being
made.
