Re: topic committee/topic areas

1.  Misleading the community by listing a rough topic that when 
researched and worded did not work out at all.

2.  Losing some flexibility to adopt a cutting edge topic idea that comes 
to the attention of the committee late in the process.

But, as I understand Tim's approach, it is loose enough to accomodate 
these concerns?

This was certainly helpful.  Thanks for this discussion.
