>From a topic wording standpoint, I disagree. The listing of specific
countries serves to limit affirmative ground. By specifying that aid
must go to a _country_, it excludes cases which would give aid to non
government actors in LA. It also excludes giving aid to regional
organizations. If you replace the "quantifiers" with just "LA" the
negative counterplan ground is substantially decreased. One criteria
for a properly worded resolution is that it hints at a fair division
of ground. The wording with the countries specified provides a clearer
division of ground than the wording without.
I up your two cents to three and call...
