NDT 95-96 topics proposed

Subject: Proposed 1995-96 intercollegiate policy debate topics
The Topic Committee continues work on finalizing the wording for the
topic ballot to be mailed to voting schools by April 28. The following
are the most recent tentative versions of the topics:
1. Resolved: That the United States government should substantially
increase its security assistance to one or more of the following:
Israel, Palestinian National Authority, Egypt, Syria, Jordan.
2. Resolved: That the United States government should substantially
liberalize its trade policies and/or increase its drug eradication and
interdiction efforts toward one or more of the following: Argentina,
Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, Uruguay,
Venezuela.
3. Resolved: That the United States should strengthen its
nuclear weapons antiproliferation policy by substantially increasing
theater missile defenses, nuclear materials export controls, and/or
bilateral nuclear technical assistance.
The NDT survey indicated that the Russian economic assistance topic was
much less favored than the three listed above. The NDT Committee has
directed the Topic Committee to place three topics on the final ballot.
Work continues on the South American topic in response to comments on the
NDT survey forms to achieve wording that balances topic interest with
appropriate breadth of case areas.
Please send comments about the specific wording of these three topics to
the Chair of the Committee at dbhingst@blue.weeg.uiowa.edu
The Committee plans to finish the wording process by April 21.
