I think this is a terrible idea! There is, in my opinion, a
lack of high school and college debate programs. Having one topic may
discourage potential debaters from entering the activity. In other
words, the NOVICE division allows college students lacking competitive
debate experience to try something different. Many novice debaters enter
the activity in the middle of the academic year. Having one topic may
take away the opportunity for many to enjoy in this outstanding activity.
